Keeping City Hall Accountable: Miami’s New Guide to Independent Oversight
The City of Miami Office of Inspector General has released A Citizen’s Guide to Independent Oversight, a public resource designed to help residents, City employees, vendors, community partners, and members of the news media understand the role of the Inspector General.
Created by Miami voters, the Office provides independent and objective oversight of City government. Its core responsibilities include conducting investigations, audits, inspections and program reviews, and contract and procurement oversight. The Office may examine allegations involving fraud, corruption, misconduct, abuse of authority, waste, misuse of public resources, whistle-blower retaliation, and other significant threats to government integrity.
Anyone may report a concern to the Office of Inspector General. A person does not need an attorney, proof of wrongdoing, or knowledge of the law that may have been violated. Reports should describe who was involved, what occurred, when and where it happened, how the person learned about it, and any supporting documentation that is legally available. Reports may be submitted anonymously, confidentially, or by name.
Every complaint is recorded and reviewed, although not every complaint results in an investigation. Matters outside the Office’s jurisdiction may be referred to another appropriate agency. While an investigation remains open, the Office generally cannot provide updates because confidentiality protects the integrity of the process and the rights of everyone involved.
The guide also explains protections for whistle-blowers, the rights of individuals who are the subject of an investigation, public-record requirements, and the professional standards governing the Office’s work. Language assistance, accessible formats, and disability-related communication accommodations may also be requested.
